FNSBSD Online Enrollment Lottery System

  • The Fairbanks North Star Borough School District uses an online lottery system to collect, verify, and process applications to attend elementary schools Out of Attendance Area* in K-6 (K-5 at North Pole Elementary), 7th and 8th grade at the K-8 Options schools (ARC, JOY, LAD), Barnette Magnet School, Discovery Peak Charter School, Hutchison High School, and also for select special programs. Secondary (grades 7 - 12) out of area applications for schools whose students generally come from the district-designated  attendance area are still completed using the paper form: Out-of-Attendance Area Application for Secondary Schools

    Parents can create an online lottery account at any time by visiting the district's online lottery application portal. Application submission is limited by lottery availability. 

    Only one application per student will be honored for any particular lottery. If more than one application is submitted to a single lottery for the same student, only the first submission will be considered for approval. Subsequent applications will be disqualified without prior notification, regardless of whether they are discovered before, during, or after the lottery process.

    Applications must be completed by a parent or guardian with custodial authority to make educational decisions for the student. Parents/guardians are responsible for providing a correct and complete application.

    Now available for online application at https://lottery.k12northstar.org:

    • Late Applications: The K-8 Options lotteries at Arctic Light, Joy, and Ladd Elementary schools for grades 7 & 8 are open for waitlisting. Late applications will be added to the bottom of the waitlist in the order in which they are received.
      • Students who attended grade 7 and were seated through the 2018-19 lottery will automatically be placed in 8th grade at the same K-8 Options school. There is no need for 7th-graders to reapply to the lottery to remain at the same K-8 school.


    *Elementary Out of Attendance Area (OAA) Lotteries are for parents of students that would like their student(s) to attend an elementary school other than their designated attendance area school. The OAA lotteries run in late May and the waitlist results will be posted to guardian lottery accounts after that time. There are no "open" seats in the OAA lotteries, and no guarantee of placement. Elementary principals will make seating availability determinations during the first 10 (ten) days of school. Parents who need a guarantee of placement because of childcare arrangements or other considerations are encouraged to enroll their student at the school in their attendance area.

    • Late OAA applications may be submitted beginning August 8 and will be added to the bottom of the waitlist in the order submitted.
    • Transportation to and from the OAA school is a parent responsibility. Prompt arrival at, and departure from, the OAA school will be required for successful applicants.

    Paper Applications

    Middle and high school Out of Area Attendance (OAA) enrollment is still conducted by paper application. There are no secondary OAA lotteries at this time. Please click this link to download the Out-of-Attendance Area Application for Secondary Schools  and call the school for more information.

    While parents are encouraged to enter all of the district's lotteries online through their parent lottery accounts, a paper application for elementary OAA enrollment is available at https://www.k12northstar.org/Page/5695. Submit the paper application by 3 p.m. on the last student contact day of the current year to:

    • The student's "home" school if the student will start kindergarten next year
    • The OAA school for other elementary grade levels at non-lottery-based enrollment schools.

    Paper applications submitted after the last student contact day of the lottery application year will be entered by school staff in the fall when the school opens and the application will be added to the bottom of the waitlist in the order submitted.
