Draft 2025-2030 Strategic Plan
Planning Process
The school district strategic planning process began in April of 2024. For a year, community engagement and feedback has driven the creation of the strategic plan to ensure it represents the FNSBSD community. A steering team made up of students, teachers, parents, community members, staff members, board members reviewed the community engagement data and crafted the strategic plan based on key takeaways.

Achieving Educational Excellence
What We Heard from the Community
- 42% of survey respondents believe FNSBSD has high expectations for all students
- 43% of survey respondents believe FNSBSD provides students with a high quality education
- 45% of survey respondents believe FNSBSD provides students with resources they need for learning
- “It seems they hold high expectations, but not necessarily the support to reach those expectations.” - Staff Member
- “The district needs to provide the tools and support that students need in order to achieve high expectations” - Parent/Guardian
- “I think it's important to understand if students are being educated in a way that fulfills them to be an adult worker” - Student
Intended Impact
We will know we are successful if:
- Educators consistently foster a culture of high expectations and growth within their classrooms and learning environments
- Students meet academic goals
- Student growth is celebrated across schools and the district
- Students have access to resources that support their growth in all content areas and classes
- Students are engaged in their learning and see real-world applications
- Educators and staff receive professional learning designed to enhance their efficacy
Supporting Access and Choice
What We Heard from the Community
- 39% of survey respondents believe FNSBSD meets the needs of diverse learners
- 60% of survey respondents supported exploring alternative education models and practices found at district charter schools
- ”It seems unbalanced across the district in terms of different programs for students; some schools have higher and more rigorous programs than other schools. I want to see higher quality and more rigorous programming available to all students” - Parent/Guardian
- “My primary concern is the lack of alternative choices within FNSBSD. While we promote 'choice' for students with involved parents and ample resources, we provide limited options for those who are struggling or overcoming barriers to graduation.” - Parent/Guardian
Intended Impact
We will know we are successful if:
- Underrepresented groups have increased access to advanced course offerings and learning opportunities
- Students and their families have choices in their education through charter schools, pathways, and alternative learning.
- Schools offer a diverse portfolio of curriculum and course offerings for students
Partnering with Our Community
What We Heard from the Community
- 33% of survey respondents believe FNSBSD communicates in students’ or families’ native language
- 34% of survey respondents believe FNSBSD makes it easy to communicate with district leadership
- 35% of survey respondents believe FNSBSD is responsive to the needs of the community
- 39% of survey respondents believe FNSBSD reflects the values of the community
- “They're trying to streamline communication; but they're missing a large number of people because they're not looking at the diverse ways that families receive that communication or need to receive that communication” - Community Member
Intended Impact
We will know we are successful if:
- FNSBSD Community members feel informed on and know how to access relevant school and district information
- FNSBSD Community members have clear opportunities to give feedback on school and district policies
- Family members are updated on and engaged in their child’s learning and school activities
- FNSBSD Community members feel connected to their schools and the district as a whole
- Members of the FNSBSD community (students, staff, families) feel included and valued in the district
Investing in Our People
What We Heard from the Community
- 36% of survey respondents believe FNSBSD is supportive of staff’s overall well-being
- “There's no effort in retention” - Staff Member
- “The ability to retain and recruit good teaching candidates is top of mind for me- we have some great teachers but it is really challenging to fill our openings with the quality of teachers we've seen previously.” - School Administrator
- “Making all staff feel values has been a worsening condition of the district over the past decade” - Community Member
- “Staff and teacher PD is poor and limited. We see the same options time and after time. If you want your experienced, educated teachers and admin to stay then you need to support them and give them the tools they need to be successful.” - Staff Member
Intended Impact
We will know we are successful if:
- We attract and retain highly qualified staff across our schools and district
- Professional learning for staff is engaging and meaningful
- Educators feel empowered to implement best practices in their classrooms and learning environments
- Staff feel FNSBSD is an exemplary place to work
