Posted by Joint Bargaining Team on 2/22/2019

The joint bargaining team of the Education Support Staff Association (ESSA) and the Fairbanks North Star Borough School District (the District) were happy to have the opportunity to discuss all interests and made significant progress in key areas. We understand each other’s interests and feel confident moving forward into traditional bargaining, opening the process up to the public.

We have tentative agreements in areas concerning grievances, building files, Sick Leave Bank, and evaluations. Moving forward, Initial Proposals will be exchanged on March 8, 2019. We feel confident that we will come to an agreement that is beneficial to both parties. The next meeting will be March 20, 1:30-4:00pm, at the ESSA office.

The joint bargaining team of the Education Support Staff Association (ESSA) and the Fairbanks North Star Borough School District (the District) met and received Interest-Based Bargaining (IBB) training on Friday, February 15th, provided by Federal Mediation and Conciliation Service (FMCS). IBB is a problem-solving process used when groups wish to collaborate to develop win-win solutions that all participants support. This process focuses on developing mutually beneficial solutions, based on the interests of both parties. IBB is more inclusive than other methods of addressing issues. The process begins with understanding the problem and identifying the interests that drive the need for resolution. The team developed the following opening statement:

We, the joint bargaining team of the Education Support Staff Association (ESSA) and the Fairbanks North Star Borough School District (the District), are eager to engage in interest based bargaining. Together, we will approach the process with good will. We will validate each person’s perspective and contributions toward the common goal of a mutually accepted agreement. Through the power of consensus this process will address the interests of each party.

We addressed issues in Article 5. The team will provide an update tomorrow.

In January, the District and ESSA agreed to take an interest based bargaining approach for the negotiation of the 2019-2022 contract.  This approach does not require the exchange of initial proposals.

On February 15th, the District and ESSA participated in a joint training session with the Federal Mediation & Conciliation Service on the implementation of this bargaining approach.  The parties will begin next week in closed sessions to jointly identify issues and solutions.
